Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been defused. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of contrasting events captured the bleak nature of the outgoing year. By day, diplomatic battles are conducted: hopeful statements are released from different nations. Immense energy is allocated on containing specific proposals. By night, Moscow brutally reminds the world that, for them, military action persists as the primary tool for achieving "settlement".
After-Dark Attacks
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor rocket firings from across the border, a ability afforded by current data. From vantage locations, Ukrainian air force fighter jets that had been scrambled to intercept incoming cruise missiles flew past – modern combat jets provided to Ukraine by Western partners.
Soon thereafter, Kyiv's anti-aircraft weapons engaged: several firings deployed against a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by partner states. Every deployment creates sudden vibrations, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: perhaps the incoming missile won't strike its target this time, preventing destruction from catastrophe and additional electricity failures.
Persistent Threats
Following this, a large-caliber weapon fired at a drone in the vicinity, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the bullets missed the enemy aircraft – it continued its flight toward its destination.
Intermittently, this continued until dawn. Kyiv faced the morning news: seven people killed, destruction and heating outages in multiple buildings as a result of the night's assault. As customarily, everyone still went about their day – living the war. But those full day demonstrated Ukraine's essential dependence on Western support – a dependence that European nations are clearly incapable to replace in the near term.
Unsuccessful Negotiations
The detailed framework from Washington sparked intense emotion, controversy and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new approach from Washington follows the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, continue.
Strategic Calculations
It is easy to blame certain parties of persistently promoting Russian terms. But that does not seem to be the complete picture. American leadership works based on a principle understood by seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government assumes that it is unrealistic to compel Moscow to abandon the land that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, Washington does little to prevent Kremlin actions, through words or deeds, from assuming that the situation will not evolve additionally in its benefit in the near future.
Opposing Positions
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their motivation to agree to terms that does not give them the maximum possible gain is close to zero. There may be many attempts to end hostilities, but they will continue as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding civilians and areas but avoiding a complete military breakdown until situations evolve in its advantage.
Existing Situation
Factually, there are no real preconditions for a ceasefire. Now, subjective factors are becoming relevant: political desires to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unworkable, so that their focus does not move to homefront challenges. And although their objective will now be much harder after latest incidents, it remains highly unlikely that this will change their overall approach.
These opposing factors are influencing discussions.
Assessment and Future
It took a just a single week to eliminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, current information leaks, all served their function.
While new plans based on previous concepts are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, primarily depend on ongoing international assistance.
